Murmansk Regional Palace of Culture named after S.M. Kirov was founded in November 7, 1932. "Kirovka" as it is lovingly called by Murmansk people, for 74 years has been a true friend of the inhabitants of the city and region. Big stage of the Palace of Culture is the central concert venue, hosting numerous folklore, family and children's events, meetings, international festivals of vocal, theatrical and choreographic art, Christmas balls, parties, and many more bright and memorable events. Many famous people visited the Palace of Culture and gave here the joy of fellowship to Murmansk people. Among them, Yuri Gagarin, Konstantin Simonov, Fidel Castro, Isaac Dunaevsky, Sergey Obraztsov and other famous people of the last century.

Palace of Culture has always been famous for its amateur groups. Today in "Kirovka" we can see bright creative life of 27 different teams, clubs and studios, that is about two thousand people.
